Notice to Contractors for Placement on Bidders List

Notice is hereby given that NeighborLink Fort Wayne is creating a bidders list to secure skilled labor needed to support volunteer efforts with projects in the City of Fort Wayne during the Calendar Year of 2016. All projects will be located within Fort Wayne city limits. Each project will be considered separately.

These projects will have federal Community Development Block Grant (CDBG) funds involved, so corresponding federal and state regulations will apply.

NeighborLink Fort Wayne???s work is done on a project-by-project basis, so bids will be accepted for each project as it comes open.

Each project will normally be a separate contract for each trade. NeighborLink reserves the right to perform any and all realistic and legal work using staff and volunteers.

Contractors must meet all applicable county and state licensing requirements. This also requires proof of adequate liability insurance and workman???s compensation coverage be provided. Contractor???s liability policies must include coverage for work done by the contractor and is required throughout the construction period. The policy must name NeighborLink Fort Wayne and the City of Fort Wayne as additionally insured.

The U.S. Department of Housing and Urban Development (HUD) along with the City of Fort Wayne has adopted a goal of participation by minority- and women-owned and Section 3 businesses. Section 3 businesses include those that are 51 percent or more owned by Section 3 residents; whose permanent full-time employees include persons, at least 30 percent of whom are currently Section 3 residents, or within three years of the date of first employment with the firm were Section 3 residents; and businesses that provide evidence of a commitment to subcontract in excess of 25 percent of the dollar amount of all subcontracts to be awarded to businesses that meet the qualifications previously described. Section 3 residents are defined as individuals residing in Public or Indian Housing; or individuals residing in the metropolitan area or nonmetropolitan county in which Section 3 covered assistance is expended and whose income do not exceed the local HUD income limits for low-or very low-income households. Businesses and contractors meeting such criteria are encouraged to participate. Projects involve grant funding, so all payment schedules will be formulated by NeighborLink Fort Wayne in the contract agreement.

Persons interested in being placed on the bidders list must submit their name, company name, e-mail address, phone number, street address and Federal ID or Social Security number along with a general certificate of insurance, proof of licensing and references to NeighborLink Fort Wayne???s office by February 15th, 2016. NeighborLink will verify each contract for debarment using HUD???s Limited Denials of Participation List and System for Award Management (SAM).
